In the vast, open expanses of South Central Kansas, the night sky is a dominant force. It is deep, dark, and endless. But every year, on the Saturday before Thanksgiving, the darkness over Pratt, Kansas, is pushed back by a collective act of community will.

Lemon Park Lights is not just a holiday display; it is a beaming, electric testament to what a small town can achieve when it decides to create magic for its children. The tradition began 35 years ago with a simple vision from the event's founder, Deb Goyen."I used to run through the park 35 years ago," Goyen recalls. "It was beautiful in the summer with ball games and picnics, but unused and barren in the winter. I thought it would look gorgeous full of lights." Goyen pitched the idea to the local Chamber of Commerce and rallied banks, clubs, and businesses to sponsor the first eight displays. Today, that initial spark has exploded into a winter wonderland that draws visitors from miles around.

The experience of Lemon Park Lights is designed to be accessible to everyone. As you turn off South Pine Street, the real world falls away. The decorated route covers a specific footprint within the larger park—a 0.8-mile drive or a one-mile walking loop—creating a ribbon of luminescence in the dark. Visitors have two choices: the warmth of their car or the crisp crunch of the walking trail. The drive-through is a slow-rolling parade, but the walking path offers a different intimacy. Here, you can spot the unique details that make Pratt's display so personal:

The Hanging Lights: A romantic tunnel of lights that you drive under, these were ingeniously crafted from salvaged strings of half-broken lights. "We salvaged the good halves to create the effect," Goyen explains. They have become a local "lover's lane," serving as the site for at least two marriage proposals.

The Peeking Elves: A favorite among children, these "half-elves" peeking out from behind trees were born of necessity. "I created them because full elf figures were too expensive," says Goyen. "So we made 'half elves' peeking out of trees to save money."

The Moose: Goyen’s personal favorite, a wire sculpture by a Utah artist covered in lights. However, she admits there is some internal debate about it: "Ron [who helps maintain the park] despises it because it is very difficult to fix if a light goes out."

The Hidden Frog: What started as a joke involving a "wandering llama" that kept appearing in the Nativity scene has evolved into a game where a lighted frog is hidden in a new spot each year for kids to find.

Just outside the main park on 6th Street, you’ll find the "12 Days of Christmas" display. Added around 2012, this separate attraction ensures the main park doesn't feel cluttered, giving each area its own distinct character.

The Heart of the Park: "Christmas in the Park"

If the lights are the body of the event, the annual kickoff, "Christmas in the Park," is its soul. Held this year on November 22, 2025, this opening ceremony is a masterclass in small-town spirit. “It is a 'Hallmark moment,'" Goyen describes. "The high school band marches in with lights wrapped around their instruments and uniforms, and Santa arrives on a sleigh with them. It’s very hometown."

Perhaps the most beloved tradition involves the local Fire Department, who are on hand every year to pass out bags of roasted peanuts—a treat that has become synonymous with the holiday season in Pratt.

The organizers operate on a simple, powerful premise:

          Magic should be free

. The kickoff event features hayrides, a soup dinner, treats, and visits with Santa—all at no cost.

          A Blueprint for Community Spirit

What makes Lemon Park Lights truly special—and a model for other communities—is the invisible infrastructure that powers it. This is not a corporate pop-up. It is a labor of love involving a complex ecosystem of cooperation.

The Volunteers: Local civic groups and tireless individuals spend weeks testing bulbs. This year features a new memorial display—a cat with a red bow—honoring a resident who cared for the city's feral cats.

Live Traditions: While the early days of live mule teams and full living nativities became hard to sustain, the spirit has returned. Volunteers like Chris Drake and Ron now bring their wagons and horses several times a week to offer rides, keeping the rustic history of the park alive.

The Funding: The event runs on donations. The donation box at the end of the route is a voluntary "thank you" that funds the next year's magic.

It creates a cycle of ownership. When a teenager drives through the park, they aren't just looking at a city service; they are looking at lights their neighbors, teachers, and parents helped install.

For other communities looking for inspiration, Lemon Park Lights is proof that you don't need a massive municipal budget or a theme park contract to build a legacy. You just need a park, a plan, and a community willing to work together to keep the lights on.

          A HIDDEN GEM IN PRATT

Destination Pratt was created by Lisa Coss and Raul Rios of RaRa, Inc. with a simple but powerful vision: to share the stories that make Pratt special. From highlighting local businesses to mapping nearby towns like Haviland, Greensburg, and Cunningham, the magazine has become a place where the community’s hidden treasures are celebrated.

One such treasure is tucked away on the campus of Pratt Community College, where Jim Lemon has been running the café for nearly a decade. Though many assume the café is just for students and staff, it’s open to the entire community—and it’s worth the visit.

           From Temporary to Timeless

Jim never planned to make the café his long-term home. Years ago, a friend asked him to fill in temporarily after another staff member left. He agreed, thinking it would be short-lived. Nine years later, he’s still here.

“When I first started, it was basically concessions,” Jim recalls. “Popcorn, candy, a few snacks, and a little home grill.” Things have changed dramatically since then. With vision, persistence, and a lot of help from student workers, the café has expanded into a full-service eatery offering breakfast, hearty lunches, sandwiches, rice bowls, and salads. Today, it’s not unusual for lines of hungry students—and community members—to form at the counter.

Jim’s path to PCC combined his love of food with his knack for numbers. He and his wife, Robin, first met while managing Sonic before moving into positions with Long John Silver’s and Arby’s. Eventually, Jim turned his focus to business and accounting background that has proven invaluable. “College runs on measurements and numbers,” Jim explains. “I’m the same way. I like to see how we’re doing, what’s working, and where we can improve.” That business mindset is part of what keeps the café thriving, even in the face of rising food costs.

Robin has also played an important role in this journey. She works at the café and has been a tremendous support to Jim since he first started there, offering help on and off for many years. Her steady presence and dedication have complemented Jim’s work, making her an integral part of their shared story.

What makes the café truly special is the role students play. Many of the staff are work-study students, subsidized through federal programs. Jim doesn’t just give them a job—he gives them real-world business training. “The sophomores interview the freshmen. They make the work schedule. They help with training. By the end of the year, they even choose who will lead the team next,” he explains. Students don’t just learn how to cook; they learn customer service, accountability, and even the basics of money management. “Counting change isn’t something many kids are taught anymore,” Jim says. “Here, they get those life skills.”

His influence extends beyond the café. Jim has even hosted an international student, offering her a home while she attended PCC. That student also created one of the café’s most popular dishes— the chicken and rice bowl, now a customer favorite.

The café is open Monday through Friday, serving breakfast and lunch until 2 p.m., with evening hours during the week when games are being held in the Beaver Dome. And yes—the public is welcome. Locals might be surprised to learn the menu consists of many crowd-pleasing items: giant pancakes, breakfast burritos, biscuits and gravy, Philly fries, fresh salads, and their famous rice bowls.

As the café grows, Jim hopes to see more updates to make the kitchen more efficient, like a new point-of-sale system and layout improvements. But even as technology changes, his focus stays on people—feeding them, teaching them, and creating community. Perhaps that’s why the café has quietly become one of Pratt’s best-kept secrets. If you’re looking for a hearty meal, a warm welcome, and a glimpse of the heart behind PCC, stop by Beaver Bites café and visit Jim. It’s more than just food—it’s a place where students learn, friendships form, and the community comes together.

When IMPACT first appeared in the pages of Destination Pratt earlier this year, readers met three women with a bold idea: to create a new kind of service group for their hometown. Their mission is to enhance Pratt’s small-town charm through beautification, revitalization, and community connection. Their vision is to create a vibrant, welcoming Pratt the residents are proud to call home and visitors are inspired to explore.

This edition I wanted to get to know them and understand the “why” of IMPACT and the trio that is behind it all. Sarah Bondy, Kelsey Popovich, and Brenna Thomas bonded together with a passion to form a service group that is all inclusive and with hopes to make a significant difference in Pratt. They come together with diverse backgrounds: Kelsey, a lifelong Pratt Resident working in banking, Sarah, who moved to Pratt two years ago and works in education, and Brenna, a dedicated entrepreneur in the beauty industry. The three of them present with different skills and a passion for serving their community and wanted to get involved. Their vision for IMPACT is truly inspiring and courageous. They have been applying for grants and investing their time to develop IMPACT so their goals for Pratt can become a reality.

          Revisiting the Story

In the first article, the women described how IMPACT- short for Investing in Meaningful Projects and Community Togetherness-was born from their desire to make lasting change. They knew Pratt already had strong organizations, but they also recognized a gap: nothing that fully reflected their vision of service, inclusivity, and intergenerational involvement.

Rather than joining an existing chapter of a national group, they chose to start fresh, creating everything from the ground up: a name, a mission, a logo and even their own membership structure. Theirs would be an organization open to all, with no dues, where families could serve together and children could see firsthand what it means to take pride in their town. As Sarah explained, “If it doesn’t already exist, we’re going to make it happen.”

Several months later, we caught up with the women of IMPACT for an update, and its vision is taking shape. Their Facebook page has grown and perhaps the most exciting of all, their first big project is on the horizon: a community designed mural in downtown Pratt. They said “We are not just plastering art on the wall. The mural speaks to who we are as a town.”

They applied for the Kansas Department of Commerce's Office of Rural Prosperity for the funding of this project and with much excitement they announced that they were granted the funds to start moving forward with their projects. Sarah said “Because the state announcement was delayed, projects now have until next year to be completed. Our mural is planned for late spring 2026, but we will begin collecting pledged cash match donations and ordering supplies in the coming weeks.”

The mural will transform the Merchants Park band shell into a vibrant backdrop for community pride. Residents have already shared what makes Pratt special through a Facebook link that the community responded to and those responses inspired the design. The result promises to be more than art- it will be a visual story of Pratt, shaped by the voices of its people.

          Beyond Aesthetics

The founders are quick to stress that projects like the mural or a community cleanup are not just about appearances. They are about the ripple effects.

A mural downtown could attract visitors who stop to take a photo-and then discover local shops and restaurants. A cleaner park or street could spark civic pride, encouraging residents to care more deeply for their own town. Even something as simple as repainting a bench or fixing signage might inspire a business owner to invest in a vacant storefront. Inviting others to be a part of this community and attracting the eye of new commers.

They said “It is not just about picking up trash or painting a wall. It is about what those actions create afterwords.”

          A Focus on Togetherness

Equally central to IMPACT’s mission is togetherness. From the beginning, the group has wanted to involve people of all ages, especially families. Children are encouraged to join projects like trash pickup, helping them see firsthand how community service works.

“We do not want this to feel cliquish or exclusive. Anyone who believes in our mission is welcome.”

Membership is intentionally open-ended. Whether someone has hours to give each month or simply a skill like baking, photography, design or woodworking, everyone can contribute in their own way. “Investing” the founders explain, isn’t just about money. It is about time, talent, and presence.

What’s Next

Sarah, Brenna, and Kelsey have been working extremely hard to make these goals come true. They are looking ahead and IMPACT has written grants for two additional initiatives:

          Project IMPACT Pratt Community Clean-Up:

This is for Citywide Trash Pickups- A structured program to keep Pratt’s most visible areas clean. Through this project, we will organize four community-wide trash pick-up events during the grant period, occurring every other month, starting as soon as possible and through July 2026. These organized events will invite all Pratt residents to participate, with special emphasis on family involvement. They applied for the 2025 Community Grant available through the South-Central Community Foundation to help fund proper supplies for volunteers.

Project IMPACT Pratt Community Service Kickoff Event:

This project represents both our first opportunity to bring the community together in celebration and our intentional investment in the organizational infrastructure that will sustain our efforts for years to come.

For this project they have applied for the 2025 Marjorie Gillig Grant available through the South-Central Community Foundation. With this grant, they will launch a Family Movie Night this event will be fun, family-friendly, and open to all residents, free of charge. It will provide not just entertainment but also a chance for our current members and board members to meet new people, spark conversations, and invite others to join us in our mission to improve Pratt. Research shows that visible, community-wide events build momentum for grassroots groups, increasing trust, volunteer engagement, and membership.

At the same time, this funding will help lay the foundation of organizational sustainability. Many behind-the-scenes costs are critical to building a reputable nonprofit, but they often go overlooked. For IMPACT to succeed long-term, we must be strategic from the very beginning.

Both Projects highlight the group’s dual focus on beautification and togetherness. Whether it is cleaner streets or shared experiences IMPACT wants to create spaces that make people proud to call Pratt home and encourage those passing through to join our beautiful community.

As with any new organization, IMPACT is still in its building stage. They are finalizing a membership form, developing their logo, and exploring how best to organize future meetings. Yet the enthusiasm they have encountered so far has been overwhelming and encouraging.

“Every Conversation has been positive. Even People who are already involved in other organizations are excited. There is no competition. It is about collaboration.”

Donations are already possible through the South-Central Community Foundation with contributions being tax-deductible. For those who may not have time to volunteer, financial support offers another way to be part of the mission and is very much appreciated.

          Why it Matters

For newcomers and longtime residents alike, IMPACT represents something vital: a reminder that community is built not by large institutions alone, but by ordinary people willing to invest their energy.

“We are three local women who care deeply about Pratt. This is about the future of our town.”

From murals to movie nights, from trash cleanups to the unseen ripple effects of pride and service, IMPACT is planting seeds. With every new project, every volunteer and every connection the group’s vision of meaningful projects and togetherness grows stronger.

Bindy’s life began with hardship. At just eight months old, she and her sister were sadly dumped by their previous owner and rescued by a shelter where her current mom worked. They arrived covered in fleas and ticks, and Bindy had sustained a horrific injury:

The shelter thought Bindy would lose her leg. However, her mom and dad saw a glimmer of hope—the foot was still pink, and she was trying to put weight on it. They fought to save her limb, and thanks to their perseverance, Bindy is now just fine!

           Bindy carries a special secret:

This is due to being a double Merle, a genetic condition often resulting from unethical breeding practices. When people try to talk to her, her parents simply explain: "Her ears are just for decoration!"

Since Bindy's mom is a professional dog trainer, the two had to learn together. Bindy became her mom's unexpected curve ball, forcing them both to adapt. Now, Bindy knows all of her

"I even get to go with Dad to the farm like the other dogs because they never let my disability decide that I had a disability!"

Bindy is living proof that a physical challenge does not define a dog's capability or joy.

The Extension Master Gardener program was established in 1972 by a County Extension Agent in the state of Washington. He realized that by utilizing local gardening enthusiasts and their potential he could multiply his community’s education efforts. In Kansas this volunteer educational program is through Kansas State University and is sponsored by Kansas State Research & Extension.

The Pratt County Master Gardeners program began in 2019 under the Kansas State University Extension initiative. Anyone wishing to become a Master Gardener is welcome and must undergo extensive training, committing 40 to 50 hours of classroom or online instruction in subjects such as botany, soil science, turfgrass, vegetable gardening, landscaping, and several other subjects. The classes are taught by K-State specialists and require a similar number of volunteer hours to complete certification. After the first year the Extension Master Gardener is expected to complete 20 hours of educationally focused volunteer service within their communities.

The group’s dedication ensures downtown remains vibrant and welcoming throughout every season. They are also responsible for a designated pollinator garden near the pond at the Kansas Department of Wildlife and Parks Museum, designed to support bees, butterflies, and other pollinators essential to plant health and crop production.

Topics vary from native plants to drip irrigation and garden ponds. There is a fee with some programs so you should call your local Extension Office for each session’s details or check their Facebook page. Local experts and passionate hobbyists—such as those who’ve maintained backyard ponds for years—often lead these workshops.

Just a mile west of Pratt, Kansas, Rick's Restaurant has long been a beloved roadside fixture. Now under the ownership of Leanah Bailey, the restaurant enters a new era while staying true to its iconic roots. Many locals recall visiting Rick's since childhood, and Bailey's vision is to maintain its nostalgic charm while offering something fresh for returning regulars and new guests alike.

Rick's continues to serve its well-known classics like country fried steak and liver and onions—dishes that have become harder to find elsewhere. In addition, Bailey has introduced hearty new options such as meatloaf, fettuccine, and a robust steak night on Thursdays and Fridays. The salad bar has also received a major upgrade, boasting fresh vegetables, fruit, homemade soups, and rotating side salads like crab, German potato, and Big Mac pasta salad.

One standout addition is the "Pie Happy Hour" every Thursday and Friday from 2 to 4 p.m. With the purchase of a beverage and dessert, customers receive a dollar off and free ice cream. This mid-afternoon treat has quickly become a local favorite for a relaxed catch-up with friends.

Open seven days a week, Rick's is more than just a restaurant—it's a gathering spot. A group of coffee-drinking regulars meets every morning, forming a quiet but vital part of the restaurant's social heartbeat. Leanna and her staff prioritize friendly service, comfort, and flexibility, making room for substitutions and special requests.

One unique part of Rick's charm is its devoted customer base, many of whom not only dine but volunteer their time—busing tables, tending flowers, or helping behind the scenes. The support from the Pratt community has been overwhelmingly positive.

Bailey, originally from Des Moines, was drawn to the restaurant after years of visiting family in the area. Starting as a part-time employee, she fell in love with the atmosphere and community. Her business background, including owning clothing stores and managing restaurants, helped her navigate the leap into ownership. While she doesn’t cook on the main grill, she crafts all the homemade salads, soups, and daily specials herself.

With plans to expand the outdoor area with picnic tables and yard games, and a continued emphasis on quality food and welcoming service, Bailey and her team are focused on building on Rick's legacy. They continue to host parties, church groups, and family traditions—keeping Rick's a pillar of the community.

Whether you're craving a country-style breakfast, a home-cooked dinner, or just a slice of pie and good company, Rick's Restaurant is serving up tradition with a fresh new energy.

Originally from Louisiana, Justin Crouch’s path to Pratt began with his love of baseball. That love got him a place on the Pratt Community College baseball team in 2013–2014. During those years he met his future wife, a local Pratt girl and that tie to Pratt was formed. After completing his studies at the University of Louisiana Monroe and a stint with the fire department, Justin and his wife made the decision to return to Pratt in 2020, seeking a slower pace of life and the closeness of family.

Since returning, Crouch has been active in public service as a paramedic with Pratt County EMS and a lieutenant with the fire department. Now, he brings that dedication to his newest role as Recreation Director.

Passion for Sports, Commitment to Community

Justin’s love for athletics has been a driving force throughout his life. “Sports were my first true love,” he said. A former baseball, football, and basketball player, Crouch sees youth sports as more than just games—they’re tools for teaching life lessons. His aim is to help kids build confidence, learn discipline, and find joy in staying active.

With two young children Crouch understands firsthand the importance of positive youth programs. His daughter is active several activities, while his son is already showing a love for sports, especially baseball.

Unlocking the Power of Facilities for Economic Growth

Pratt’s athletic facilities at Green Sports Complex, Lemon Park, and the track and tennis complexes give the community a competitive edge. Crouch believes these venues are key to not only enriching local lives but also boosting Pratt’s economy through sports tourism.

“Bringing in 20 to 50 teams on a weekly basis impacts everyone—from local hotels and restaurants to downtown businesses,” he explained. Pratt currently hosts several tournaments and regional high school events thanks to the exceptional facilities located in Pratt.

A Vision for Growth and Organization

While he’s optimistic about the future, Crouch acknowledges one of the department’s biggest hurdles is an outdated software program used for registrations, payments, etc. “We’re looking for an all-in-one software to streamline communication, scheduling, registration, and payments,” he said. The goal is to make processes seamless for both staff and the community, ensuring more time can be spent enriching programs and reaching out to coaches and families.

Beyond Youth: Serving Adults and Families

The recreation department isn’t just for kids. Adult programs—such as yoga, volleyball, and slow-pitch softball—are also thriving. Crouch hopes to expand these offerings and even attract out-of-town teams. “Adults want to stay active too,” he noted. “We have the facilities—we just need to put in the work to organize and promote.”

          “Sponsor a Kid” Program

To ensure financial barriers don’t prevent participation, the department will soon launch a “Sponsor a Kid” program. Community members and businesses can contribute roughly $35—the typical registration fee—to help cover costs for children in need. “We never want the cost to be a reason a kid doesn’t play,” Crouch emphasized.

          Summer Fun and Expanding Opportunities

The popular six-week summer program will continue, offering different daily activities through partnerships with local businesses and organizations. With nearly full enrollment already, the program shows just how much the community values recreation.

The department is also looking to hire more umpires, referees, scorekeepers, gate workers, concession staff, and lifeguards to support the growing schedule of events.

          Committed to Long-Term Impact

Crouch is in it for the long haul. “I’m a Louisiana guy, but Pratt is home now,” he shared. “It’s small enough that you can make a big impact, and the community really supports youth sports.” With a clear strategy focused on organization, outreach, and inclusion, he’s eager to make the Pratt Recreation Department one of the best in the state.

IMPACT, Investing in Meaningful Projects And Community togetherness, began as a heartfelt conversation between three women—Brenna, Kelsey, and Sarah—seeking deeper meaning and connection in their lives and their community. Recognizing a gap in Pratt for a space that welcomed newcomers and inspired local involvement, they formed a group centered around impactful community service and inclusivity. Their goal? To foster belonging, beautify the city, and energize its residents through hands-on, sustainable projects and connections.

          Building a Community Hub

The group’s mission, to enhance Pratt’s small-town charm through beautification, revitalization, and community connection. They hope to help enhance Pratt into a place people not only live in, but fall in love with—whether they're driving through or choosing to make it home. Unlike some organizations that cater to niche causes, IMPACT is designed to support broader civic improvement and community togetherness.

The First Project: An Interactive Mural at Merchants Park

The kickoff project for IMPACT is a selfie-style interactive mural to be painted inside the Merchants Park band shell in downtown Pratt. With its high foot traffic and central location near schools, the library, the theater, and the fitness center, the mural is set to become a vibrant backdrop for engagement. The mural will incorporate ideas and artwork from the entire community, creating a sense of ownership and discouraging vandalism.

To enhance the visitor experience, the mural will eventually include a QR code directing people to places to eat, shop, and explore in Pratt. This initiative not only supports local businesses but helps boost tourism and community pride.

          Funding with Intention

The mural project has submitted a grant through the Kansas Office of Rural Prosperity, part of the Kansas Department of Commerce. To apply for these grants, you must be a nonprofit organization so IMPACT partnered with the South Central Community Foundation as their fiscal sponsor. Their goal is to keep IMPACT dues-free, non-burdensome to the city, and grant-driven. They also welcome all kinds of donations from individuals, businesses, and organizations, including time, talents and of course funds.

Beyond Art: Trash Pickups and Civic Engagement

While the mural marks the beginning, IMPACT’s goals are far-reaching. They’re planning organized trash pickups in high-traffic areas like Fincham Road and the Sports Complex—spots that visitors and tournament guests often see. Their vision also includes improving signage at city entrances and brainstorming ways to make Pratt’s first impressions more impactful.

          Inclusive and Intergenerational

A major pillar of IMPACT’s vision is inclusivity. They encourage involvement from all age groups and backgrounds—whether it’s kids painting a mural, retirees helping with cleanup, or local creatives contributing design skills. They emphasize that everyone has a talent to offer, whether it’s grant writing, marketing, painting, or organizing events.

IMPACT isn’t just about one or two projects. The founders are committed to building a legacy of service and civic pride. They plan to roll out newsletters, build social media presence, and maintain continuous engagement with their members and the broader community. There are no membership dues, only a shared commitment to make a difference.

As Kelsey, Brenna, and Sarah put it, this isn’t about them—it’s about building something lasting that the whole town can take pride in. With passion, purpose, and plenty of positivity, IMPACT Pratt is ready to make a difference.

Regina Goff has served the City of Pratt for over eight years, beginning as city attorney and rising to become the city manager—the first woman to ever hold that position. Her prior role as the city attorney gave her a unique understanding as she got an in-depth insight into each department. “During those seven years, when I was the city attorney, I negotiated and reviewed all the contracts for each of the different departments. And so I got to know, kind of those underpinnings and needs through the words in the contract of each of the departments in the city. And so that was helpful in providing a foundation.”

A Life of Service and Family

Before her move to Pratt, Regina was a military spouse for 23 years, raising her six children across five different locations, including California, Italy, Connecticut, and Virginia. While the children where young Regina put her career aside to focus on her children,” my favorite title in the world, besides Christian is mother.”

When her family was stationed in Virginia Beach she had her sixth and final child, giving her the ability to take classes and finish her bachelor’s degree at Regent University School of Law, a prestigious Christian university.

What was supposed to be a summer intern position turned into a two-year gig as she, worked with Secretary Kobach on the election and litigation with the federal government. After that she worked as a lawyer in Hutchinson doing child support enforcement which brought her to Pratt, and she got to see what a great community it was. When the then public defender was elected to another position she saw her opportunity and applied. However, there were other plans for Regina as she was approached and asked to apply for the city attorney position. “I was very thankful to take that job and begin my relationship with Pratt.”

          What a City Manager Does

As city manager, Regina oversees the cities multiple departments, acts as the liaison between city staff and commissioners, and makes critical decisions on operations and budgeting. Her goal is to guide without micromanaging, leaning on department heads' expertise and prioritizing communication. “My job is not to micromanage departments, it's to have relationships with department heads.” Her diverse life experiences now inform her thoughtful, community-centered leadership.

          Addressing Pratt's Greatest Needs

While some small towns in central and western Kansas are getting smaller, Pratt has been remaining steady.

Regina identified three urgent priorities for the city:

           Water Treatment

            – Pratt's high nitrate levels require a $65 million treatment plant. While representing Pratt at a water conference in Lawrence, Regina discovered a new biofiltration method that could reduce costs by around a third, demonstrating her dedication to innovation and savings.

           Street Repairs

            – A full repair of Pratt's streets could cost upwards of $20 million. Regina is advocating for a phased, strategic plan to tackle this issue while staying mindful of taxpayers.

           Electric Generation

            – The city's steam generator is past its life expectancy. Regina supports responsible planning for its replacement while maintaining the city's diversified energy grid.

          Championing Financial Efficiency

To manage city resources wisely, Regina has led multiple cost-saving efforts:

Cut $50,000 in insurance premiums through smarter property valuations.

Shifted away from costly uniform services to local vendors and self-laundering systems.

Streamlined telecommunications and medical kits, saving thousands annually.

Contracted professional financial consultants to stabilize and modernize city budgeting.

Regina said “What we also have is a population that is overtaxed and weary of taxes. I'm very committed to the highest integrity and cost efficiencies and treating every tax dollar with the same stewardship that I would use my own dollars at home.”

Investing in Growth, Not Just Survival

Regina sees tourism as a key economic opportunity. Pratt's sports facilities, pool, parks, and downtown are already attracting visitors. With help from tourism ambassador Tiffany Riley, the city has hosted multiple concerts and is seeking to build an indoor sports facility at Green Sports Complex. Generous local donors and potential federal grants are driving this plan—not new taxes.

          Focus on Housing and Infrastructure

Recognizing a housing shortage, Regina is developing a land bank to revitalize underused or tax-sale properties and exploring more affordable townhome developments. The goal is to ease the property tax burden by expanding the housing base and making Pratt more livable for families and workers.

          Advocating for Law Enforcement Upgrades

Regina supports relocating the city's police department into an underused portion of the community center, saving $400,000 annually in rental costs. The proposal has drawn emotional reactions from a variety of factions, but Regina emphasizes transparency and welcomes dialogue.

          Calls for Constructive Engagement

Regina urges citizens to attend city commission meetings (1st & 3rd Mondays) and reach out with concerns directly—not through social media. "I promise to act with integrity, to listen, and to make decisions based on what's best for the community," she says.

A Vision Rooted in Faith and Responsibility

A Christian and devoted mother, Regina believes strongly in leading with grace, stewardship, and long-term vision. She is committed to preserving the city's financial health, ensuring access to essential services, and helping Pratt thrive for generations to come.

I believe that if the community can extend grace and appreciate the complexity of the issues we’re facing, it will make a big difference. I’m grateful to everyone who attended our budget hearings, because it allowed us to correct widespread misconceptions—many people thought our entire fleet consisted of brand-new trucks, when in fact 80% of our vehicles are over twenty years old. Accurate information and clear communication are essential. Social media platforms like Facebook often fuel misinformation and divisiveness; if you have questions or concerns, please email me directly so we can address them.
